STORMS Stormwater Capture and Use Project Report & TAC
Olaunu is assisting the California State University Sacramento (CSUS) Office of Water Programs (OWP) with development of the State Water Board Stormwater Strategic Initiative (STORMS) Incentivizing Urban Storm Water Runoff Capture and Use Report and serving on the project Technical Advisory Committee (TAC). Olaunu helped to develop key elements of the report including identifying barriers, drivers, and factors affecting success for stormwater capture and use projects in California and the development of a comprehensive matrix of capture and use barriers and potential statewide solutions. Assistance also included development of case studies for different types of California stormwater capture and use projects that identified barriers for each project and how barriers were overcome. TAC service includes coordination with other TAC members encompassing expertise in the technical, legal, regulatory, institutional, or environmental aspects of stormwater capture and use.

The primary challenges associated with project were to define what the barriers to stormwater capture and use existed in California as well as what the drivers for the barriers where and what were factors affecting success in overcoming the barriers that are in place.
Barriers to stormwater capture and use were categorized into regulatory, institutional/policy, technology/infrastructure, education/guidance, funding/cost, legal and environmental. A matrix of all the barriers according to each of these categories was developed which identified the barrier, the drivers for the barrier, the factors affecting success for capture and use projects that overcame the barrier, and potential statewide solutions to help eliminate the barriers.
