SMC California LID Evaluation & Analysis Network

Olaunu is leading the SMC California LID Evaluation and Analysis Network (SMC CLEAN), a comprehensive LID effectiveness study to identify the key elements for a consistent approach to LID monitoring and to determine the pollutant removal and hydrologic benefits of LID BMPs in California. As Project Lead, for SMC CLEAN, Mr. Daniel Apt is overseeing and implementing the project’s five tasks including: Task 1 – Form and Coordinate a Technical Advisory Committee, including organization, scheduling and facilitation of TAC meetings, and developing the project Work Plan and research questions; Task 2 – Research Existing Data, including LID project monitoring data and meta data (i.e. design plans), evaluation of specific LID research questions (i.e. the role of maintenance in performance), development of a standard LID monitoring project data‐information list and monitoring protocol, and evaluation of a regional online tool for LID data submittal, analysis, and tracking; Task 3 – Implement Initial Monitoring Procedures, including monitoring project support, field monitoring, and evaluation of new monitoring sites; Task 4 – Summarize all Monitoring Data, Make Recommendations, and Update the LID Manual, including data analysis, recommendations, and updating the Southern California LID Manual; Task 5 – Ongoing Collaboration with Project Partners, including municipalities, universities, regulatory agencies, NGOs, and the China Sponge City initiative, including Mr. Apt’s participation in the SWRCB Green Infrastructure Data Standards Initiative.

The primary challenges associated the project include that not many LID sites in southern California are being monitored, those LID sites that are being monitored have inconsistent monitoring protocols and monitoring parameters, meta data (e.g. design plans, maintenance data) is not being collected for LID monitoring sites which is critical information to understand performance, and there is not a central repository for collected LID monitoring and meta data where data analysis can be performed.

The solutions for the project challenges included that due to the lack of LID sites being monitored, data from the sites that are being monitored needed to be consistent and comparable so a standard LID monitoring protocol and standard data and information list, including meta data and monitoring data, for LID monitoring projects was developed. To address the central repository issue an LID data submittal tool where all LID data, both monitoring data and meta data, was scoped out and funding for development of the tool is currently being explored.
