City of Anaheim Stormwater Credit Program
Olaunu assisted the City of Anaheim with the development of the City’s Stormwater Credit Program for post-construction stormwater controls for the City of Anaheim and continues to assist with revision and implementation of the program.

The Anaheim Stormwater Credit Program which began development in 2017 and was approved by the Santa Ana Regional Water Quality Control Board in 2023, is intended to provide an approach for the implementation of new regional stormwater retention projects and maximize the areas managed by regional BMPs in place of onsite structural BMPs associated with the New Development/Redevelopment projects. The project includes developing how credits can be generated by regional stormwater retention based projects by the City. The project has included the evaluation of other stormwater credit programs in other parts of the nation, development of a regulatory framework, credit program benefits, program need, the process for credit development, program administration and oversight, credit eligibility requirements, credit generator and user oversight, credit valuation and tracking, program coordination and integration, the development of the stormwater credit program document, coordination with the Regional Water Quality Control Board, developing presentations about the Stormwater Credit Program, and assisting the City with review and providing comments and presentations regarding the draft Santa Ana Regional MS4 Permit and associated stormwater credit program language.
