City of Avalon Municipal Stormwater Permit Compliance Assistance
Olaunu is assisting the City of Avalon with stormwater program development and compliance assistance for the Small MS4 Permit.

As the City of Avalon was a new permittee under the 2013 Small MS4 Permit, Olaunu has assisted in developing the City of Avalon Stormwater Program from the ground up. Assistance has included technical guidance and compliance documents; municipal facilities inspections, assessments, and associated Stormwater Pollution Prevention Plans (SWPPPs); water quality data analysis; development and providing training modules for post-construction, construction stormwater, illicit discharges, and the pollution prevention and good housekeeping; creation of a post-construction stormwater program; creation of a construction management program; creation of an illicit discharge detection and elimination program; storm drain assessment procedures; non-stormwater investigation procedures; trash assessments, outfall inspections, TMDL implementation reports; municipal code updates; an enforcement response plan; development of an public education and outreach program; program effectiveness and assessments; and annual reports.
The challenges for the project has been the creation of a program from the ground up and to create an innovative program that can easily be implemented with existing municipal staff with consideration of the remote location of the City of Avalon and the large influx of daily visitors to the City in the summer months.
The solutions for the project challenges included working closely with City of Avalon municipal staff to understand the City’s infrastructure, facilities, municipal structure and programs, and entities in the City prior to developing the program. This allowed Olaunu to develop a stormwater program tailored specifically to the City of Avalon. Other solutions included meeting and providing training for multiple departments about different program elements and refining the program based on input from municipal staff. Another successful solution has been meetings and presentations to City Council and municipal government leaders to bring them up to speed about the stormwater program and what implementation means for the City of Avalon.
